Boats do operate in many cases during monsoon, but heavy rain/flooding may cause cancellations or less scenic route.
Usually the boat cruises during day, then anchors in evening. Motorised movement after ~5:30-6pm may be restricted by law/regulation.
Especially during peak season (Oct-Feb, weekends, holidays), book in advance — good boats fill up quickly.
Rates vary widely depending on boat size, category, number of beds/rooms, season. Example starting ranges from a few thousands INR per night for basic boat.
By car/cab, train, or combination of flight + road transfer. The road route is scenic and gives flexibility.
